Tinalakay naman ni Ethel M. Malinao ng Technical Education and Skills Development Authority (TESDA) ang mga scholarship and student assistance program tulad ng Private Education Student Financial Assistance (PESFA), Training for Work Scholarship (TWSP), Special Training for Employment Program (STEP) at Bottom-up Budgeting (BuB).
