Go’s first EO to enforce full disclosure policy for greater transparency

BOAC, Marinduque — Newly installed Marinduque Governor Melecio Go has made transparency the cornerstone of his administration, announcing that his first official act as governor will be the issuance of an executive order (EO) institutionalizing a Full Disclosure Policy (FDP) across the provincial government.

During the Inauguration and Oath-taking Ceremony held on June 30 at the Provincial Capitol Compound, Governor Go declared that Executive Order No. 1 will mandate all provincial offices to publicly disclose their financial transactions, contracts, and other relevant documents.

“Ang Executive Order No. 1 po ng ating probinsya na aking ilalabas ay ang, ‘An Order Institutionalizing the Full Disclosure Policy of Local Budget and Finances through the Installation of Transparency Boards in Conspicuous Places, Posting in the Official Website and Social Media Platforms, and Organizing the Transparency Board Committee of the Provincial Government of Marinduque,'” Go announced before local officials and constituents.

He emphasized that full disclosure and transparency in government transactions are vital tools in the fight against corruption.

“Sa madaling salita po, full disclosure and transparency ng local government transaction ang makikita ninyo dito sa ating Kapitolyo,” he said.

Go further explained that transparency, along with accountability and people empowerment, are essential pillars in building a government free of corruption, which he noted often stems from both systemic and personal shortcomings.

The Full Disclosure Policy aligns with the Department of the Interior and Local Government Memorandum Circular (DILG-MC) No. 2010-083, which directs all local government units (LGUs) to make public key financial documents such as budgets, disbursements, and procurement records to prevent the misuse of public funds and promote participatory governance.

As outlined in the policy, all financial records must be posted on easily accessible platforms, including official websites, social media accounts, and designated transparency boards in government offices and public spaces.
