“We enjoin you not to undertake any construction until final development plan is approved by the NHCP, the National Museum and other concerned government agency”, ito ang naging katugunan ng National Historical Commission of the Philippines (NHCP) matapos ang masusing pagsusuri na isinagawa ng ahensya sa mga ipinadalang plano ng pamahalaang bayan ng Boac para sa ipinapanukalang pagpapaunlad ng Laylay Magnetic Observation Station.
Nitong mga nakalipas na Linggo kasi ay mainit na pinag-usapan sa social media ang ginawang paggiba sa “ruins” o iyong mga haligi na makikita sa harapang bahagi ng Laylay Port sa barangay Laylay, Boac, Marinduque.
Ayon kay Konsehal Bernadine Mercado ng Boac, “Ang nasabing istruktura ay ginawa taong 1985 nang noon ay punong barangay ng Laylay na si Kapitana Natividad Leva. Ang orihinal na istruktura ay yari sa bubong at ito ay nasira ng bagyo. Hindi bahagi ng Laylay Port ang pavement na kung saan ay itinayo ang gusali sapagkat ito ay ginawa lamang noong dekada 90 kungsaan sarado na ang Laylay Port. Subalit, noong Hunyo 4, 2015, ito ay dineklara bilang isang historical landmark ng National Historical Commission of the Phillipines (NHCP). Sa bisa nito at ayon na rin sa opinyon ng ilan nating mga kababayan , ito ay saklaw na ng hurisdiksyon ng National Historical Institute na ngayon ay National Historical Commission of the Philippines. Batay sa mga sumusunod na probisyon ng Presidential Decree No. 1505 na may pamagat na, Amending Presidential Decree No. 260, as amended, by Prohibiting the Unauthorized Modification, Alteration, Repair and Destruction of Original Features of All National Shrines, Monuments, Landmarks and Other Important Historic Edifices. Section 5: It shall unlawfully for any person to modify, alter, repair or destroy the original features of any national shrine, monument, landmark and other important edifices declared and classified by the National Historical Institute as such without the prior written permission from the National Historical Institute. Any person who shall violate the decree shall, upon conviction, be punished by imprisonment for not less than one year nor more than five years or a fine of not less than one thousand pesos nor more than ten thousand pesos, or both, at the discretion of court or tribunal concerned”.

Sa ipinadalang kasagutan ng NHCP kay Mayor Roberto Madla, ipinapanukala ng ahensya ang mga sumusunod:
- All identifies historic structures must be preserved;
- Public consultation (stakeholders meeting with the local government unit of Boac, local historical societies and the provincial government of Marinduque) must be conducted prior to the implementation of the project; and
- Retrofitting works be undertaken for all identified historic structures. Structural integrity is the prime requirement for public safety.
