Ayon sa Facebook post ni Luna Manrique, Boac planning officer “Our Army Cafgu’s during their environmental patrolling in their text message had observed the leakage of water inside the Makulapnit Dam Tunnel. After immediately informing Mayor Roberto Madla, I called up the Provincial Environment and Natural Resources Officer (PENRO) to look into it as I had requested our Cafgu’s to send another team to take pictures. The PENRO on the other hand had also sent their team to inspect the site for their technical report and recommendation.

Idinagdag pa ni Manrique, “Water can affect the stability and the deformations of a tunnel by reducing the effective stress and thus the resistance to shearing, and by generating seepage forces towards the excavation boundaries.”

“The team will arrive on Monday headed by Mines and Geosciences Bureau (MGB), Environmental Management Bureau (EMB) and DENR PENRO. We are drafting a report now in which you are the source and is to be submitted to central office, we will provide the concerned copy of the same including the composite team for Marcopper issue headed by Usec. Anna Teh”.

*Makulapnit and Maguila-guila are among the dams of Marcopper identified to be in “imminent danger of collapsing” by the United States Geological Survey as early as 1996 or after the spill occurred. -Inquirer, 6 December 2014
