The Mimaropa Regional Project Monitoring Team (RPMT) conducted a field monitoring visit in Marinduque on September 3-6, 2018. The team was able to monitor the ongoing construction of roads, irrigation projects, school building, agriculture (coco coir and coco geonet processing), Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDDS), and airport runway projects in the area.
The RPMT is composed of representatives from the Presidential Management Staff-Office for Regional Concerns (PMS-ORC), Department of Budget and Management (DBM), Department of Interior and Local Government (DILG), National Economic and Development Authority (NEDA), provincial project monitoring team of Marinduque including the implementing agencies of the Department of Public Works and Highways (DPWH), National Irrigation Administration (NIA), Department of Agriculture (DA), Department of Social Welfare and Development (DSWD), and Civil Aviation Authority of the Philippines (CAAP).
The DSWD implemented KALAHI-CIDSS projects were completed and turned over to the beneficiaries. It involved the construction of level II water system and construction of two-one unit (two-classroom) elementary school buildings.
The KALAHI-CIDSS project exemplifies the full involvement of the community beneficiaries at all stages of the project. The involvement of the community in the identification of the projects, planning, procurement, and implementation gives them a strong ownership of the project which translates to its sustainability. This process is recommended by the team for replication in other government projects.
Meanwhile, the construction of the building for the coco coir processing under the DA’s Philippine Rural Development Project (PRDP) was delayed due to revision of work program and submission of a catch up plan.
Meanwhile, the team found out that the major causes of delays in the DPWH road projects include the difficulty in sourcing of aggregates, encroachment of houses in the existing right of way, presence of the local telephone lines, and obstruction of electric post of Marinduque Electric Cooperative (MARELCO). Moreover, a lump of soil embedded on the concrete pavement, temperature cracks and the inappropriate slope design in the concreting of road project under the implementation of DILG including poor quality in the implementation of NIA irrigation project were also noticed.
There is also a delay in the runway construction of the Marinduque airport due to lack of equipment and aggregates.
Meanwhile, the team discussed their findings with the implementing agencies during the exit conference together with the members of the local project monitoring committee of Marinduque, to address the issues raised.
Also present during the meeting were the representatives of MARELCO, DENR, and contractors. The concerned agencies committed to under take immediate action and resolve the implementation.
