Nagsumite ng panukalang batas si Marinduque Cong. Lord Allan Q. Velasco sa kongreso na nagsusulong na maging state university ang Marinduque State College.
Ayon sa House Bill No. 1231, kung sakaling pumasa ang panukalang ito sa kongreso, tatawagin na ang paaralan bilang Marinduque State University (MSU), gayundin ang mga satellite campus nito sa Santa Cruz, Torrijos at Gasan at mananatali pa ring main campus ang nasa bayan ng Boac.
Nakasaad din sa panukalang-batas na ipagpapatuloy pa rin nila ang pagtuturo ng mga programa na nabibilang sa larangan ng science and technology, education, engineering, agriculture, fisheries, arts and sciences, business administration and management, health sciences at ilan pang kurso na nais at kayang maituro ng pamantasan.
Kailangan ding magtalaga ng iba’t-ibang miyembro ng governing board ang eskwelahan kapag ito ay ganap ng naisabatas na bubuohin ng mga sumusunod: chairperson of the Commission on Higher Education (CHED); president of the university, vice-chairperson; chairperson of the Committee on Education, Arts and Culture of the Senate Member; chairperson of the Committee on Higher and Technical Education of the House of Representatives; regional director of the National Economic Development Authority (NEDA); regional director of the Department of Science and Technology (DOST); president of the Federation of Faculty Associations of the University; president of the Federation of Alumni Associations of the University, at; dalawang kinatawan mula sa pribadong sektor na kilala sa propesyon na kanilang kinatatayuan bilang itatalagang miyembro rin ng kapulungan.
